CURE 2026 Bill: Property owners across Hyderabad could soon face a major increase in property taxes if the proposed CURE 2026 Bill comes into effect. The Telangana government plans to replace the decades old Annual Rental Value system with a Capital Value based model that calculates tax using the government’s market value of land.
The proposed reform is expected to affect nearly 2.5 million residential and commercial properties across the GHMC area, the proposed Cyberabad Municipal Corporation and the Malkajgiri Municipal Corporation. Officials believe the new formula could generate an additional annual revenue of Rs 500 crore to Rs 700 crore for urban local bodies.
Under the new system, areas with higher land values are expected to witness the sharpest increase in property tax. Localities such as Jubilee Hills, Banjara Hills, Gachibowli and Madhapur could see taxes rise by as much as three to four times compared to the existing structure.

Officials explained that the proposed model links property tax directly to government land registration values. This means tax liability may automatically increase whenever official land values are revised in the future.
The government believes the change is necessary to strengthen urban infrastructure and improve civic services. Authorities also point out that property tax calculations in the older GHMC areas have largely remained unchanged for many years despite rapid urban expansion and rising infrastructure costs.
The proposal has already attracted public attention because of its possible financial impact on homeowners and businesses. The draft legislation is expected to undergo further review before any final decision on implementation is taken.
